East Grand Forks (trfnews.i234.me) — Christopher Ruben Moncada is facing a felony drug charge in Polk County District Court.

According to a criminal complaint, Moncada is charged with third-degree controlled substance crime. The charge involves alleged methamphetamine possession in a prohibited zone.

The case was filed in Minnesota’s 9th Judicial District. The court file number is 60-CR-26-620.

The complaint says the alleged offense happened between April 1 and May 6, 2026.

Prosecutors allege Moncada possessed methamphetamine near East Grand Forks Senior High School.

The complaint states the location was within one city block of school property.

Under Minnesota Statute 152.023, the charge carries serious penalties.

The maximum sentence is 20 years in prison. It also carries a possible $250,000 fine.

Complaint Details Alleged Search

The complaint says Moncada was on supervised probation from an earlier DWI case.

He was ordered not to use alcohol or non-prescribed controlled substances.

He was also subject to testing and searches.

According to court documents, Moncada contacted police on May 6.

He allegedly said he had “slipped up” and would test positive.

The complaint says he later provided a urine sample.

An on-site test allegedly showed methamphetamine.

Moncada later told investigators he used methamphetamine in Grand Forks, North Dakota.

He also allegedly said he used methamphetamine several times in his garage.

Authorities then searched the garage at his East Grand Forks residence.

The complaint says officers found two glass pipes and a small baggie.

Field tests allegedly showed methamphetamine residue on the items.

Prosecutors Seek Aggravated Sentence

The complaint says prosecutors filed notice of intent to seek an aggravated sentence.

That notice was filed under Minnesota Rule of Criminal Procedure 7.03.

Prosecutors cite Moncada’s prior criminal history in Minnesota and North Dakota.

The complaint says prosecutors may argue he is a dangerous offender or a career offender.

Moncada is presumed innocent unless proven guilty in court.
