East Grand Forks (trfnews.i234.me) A Warren man faces three charges after a late-night traffic stop in Polk County, court records show.

A criminal complaint says Chad David Treumer was stopped around 1:12 a.m. on March 28. He was driving a Ford F-150 on Demers Avenue in East Grand Forks. The complaint says the pickup was traveling 41 mph in a 30 mph zone. The stop ended in a McDonald’s parking lot.

Charges Filed

Treumer is charged with third-degree driving while impaired for refusing testing, fourth-degree driving while impaired, and speeding. The refusal charge is a gross misdemeanor. The DWI charge is a misdemeanor. The speeding charge is a petty misdemeanor.

The complaint says the driver showed signs of impairment during the stop. Those signs included bloodshot eyes, slurred speech, and the odor of alcohol. Court records also say Treumer told law enforcement he had consumed three to four beers that night.

Authorities said he got out of the pickup and swayed. The complaint says he then went through field sobriety testing. The report says he showed several signs of impairment during those tests. He was then arrested and taken to the East Grand Forks Police Department.

What the Complaint Says

The complaint says Treumer asked for attorney time before chemical testing. Court records say he was given about 50 minutes. After that, the testing process continued. One breath sequence reportedly showed a reading of 0.171 before an error appeared. The complaint says later samples were deficient. It also says he was treated as refusing the test by his actions.

Court records say Treumer had no prior alcohol-related offenses within the past 10 years. Even so, the complaint seeks strict release terms. Those terms include alcohol abstinence and electronic alcohol monitoring unless the maximum bond is posted.

Court Status

The case was filed in Minnesota District Court, Polk County, Ninth Judicial District. The court file is 60-CR-26-414. The cited statutes include Minnesota Statute 169A.20, 169A.26, and 169.14.

As with all criminal cases, the charges are allegations only. Treumer is presumed innocent unless proven guilty in court.
