East Grand Forks, MN (trfnews.i234.me) – A disturbing case of domestic violence has surfaced in Polk County after 55-year-old Kenrick Louis Norman was charged with three serious offenses, including felony third-degree assault and domestic assault by strangulation, stemming from a June 13 incident in his apartment on 3rd Street NW.

Norman allegedly straddled his partner, RLJ, pulled her hair, punched her chest, bent her fingers back, and strangled her, resulting in a fractured rib and visible bruising. The victim told police she feared Norman due to his prison history and alleged gang ties. She also claimed he had previously shattered her phone to prevent her from calling for help.

According to the East Grand Forks Police Department, officers found RLJ struggling to breathe and holding her chest. Medical staff confirmed fresh injuries, and Norman was arrested at the scene.

Norman’s extensive criminal record includes felony theft, drug possession, robbery, and prior assault convictions, heightening the gravity of the current charges:

  • Count I: 3rd Degree Assault – Substantial Bodily Harm (Felony)

  • Count II: Domestic Assault by Strangulation (Felony)

  • Count III: Misdemeanor Domestic Assault
