Duane Lawrence Fineday Jr., 36, address unknown, is charged in Becker County District Court.
Prosecutors allege he violated Minnesota’s predatory offender registration law twice.
The case includes two felony counts for failing to register a current address.
What investigators reported
According to court records, a Detroit Lakes police officer checked an apartment building on March 18, 2025.
The officer was trying to confirm Fineday’s listed primary address.
A building manager said nobody lived in the unit.
That unit was listed as Fineday’s primary address in state registration paperwork.
Court records say Fineday listed the Detroit Lakes apartment on Nov. 6, 2024.
The paperwork was part of a Bureau of Criminal Apprehension registration packet.
Records say no change-of-address form was later received.
Why registration is required
Court records say Fineday must register as a predatory offender until 2041.
The requirement is tied to a criminal sexual conduct delinquency adjudication.
That adjudication occurred in September 2006 in Hubbard County.
Warrants and attempts to locate him
Court records say Fineday has had an active arrest warrant since Nov. 21, 2024.
Investigators tried to find him through family at past addresses.
Those efforts were not successful, records say.
Records also list two active misdemeanor warrants for failing to appear in court.
Those missed hearings were scheduled in April 2025 and July 2025.
Court records say he has not had recent contact with law enforcement.
A new arrest warrant was issued on Jan. 16, 2026, in Becker County District Court.
