Narrative: Dale Olson, driving Vehicle 1 northbound on Highway 14, struck the back of Vehicle 2, parked on the northbound shoulder, pushing it into James Wipf, a construction flagger standing outside. Wipf was pushed into the southbound lanes, sustaining serious non-life-threatening injuries. Olson ended up in the east ditch. The crash remains under investigation by the Highway Patrol.
