In 1999, Halton was convicted in Burleigh County District Court of corruption of a minor. Court records say he met a 17-year-old girl at a party and engaged in sexual activity. He received a five-year sentence, with two years suspended. Both cases led to his current registration status.
The registry lists Halton as a six-foot-tall Black male, weighing 230 pounds. He has scars on his chest, right arm, and right hand. His registration never expires, meaning he will remain listed for life. The North Dakota Attorney General’s Office manages the registry. Citizens can search the database by name, location, or risk level to view current information.
