Bemidji Woman Charged After Meth Traffic Stop

BEMIDJI, Minn. (trfnews.i234.me) — A Mentor woman faces a felony drug charge after a June traffic stop in Bemidji.

Rokelle Jean Cloud, 40, is charged with fifth-degree controlled substance possession.

The case was filed in Beltrami County District Court.

The charge alleges Cloud possessed a mixture containing methamphetamine on June 12, 2026.

Methamphetamine is listed as a Schedule II controlled substance in Minnesota.

A conviction could bring up to five years in prison.

It could also bring a $10,000 fine, or both.

Traffic Stop Near Lake Avenue

The complaint says police saw a tan Cadillac without a front license plate.

The vehicle was traveling near Lake Avenue and Third Street.

Police stopped the Cadillac shortly before 11 p.m.

Officers reported seeing movement inside before the vehicle stopped.

Justin Michael Knapp was driving, according to the complaint.

Cloud was seated in the front passenger seat.

Officers reported signs that Knapp may have been impaired.

He later underwent field sobriety tests.

Police then arrested Knapp on suspicion of driving while impaired.

Baggies and Suspected Meth Reported

Police learned Cloud had two outstanding arrest warrants.

Officers then asked her to leave the vehicle.

The complaint says officers noticed something inside Cloud’s mouth.

Police reported finding several small plastic baggies there.

A vehicle search followed.

Officers reported finding needles, used methamphetamine pipes, and three digital scales.

Police also reported a realistic BB gun inside the glove box.

A cup held a substance that appeared to be sugar.

Investigators described sugar as a possible drug-diluting agent.

They also reported finding small bags containing suspected methamphetamine.

The complaint does not provide a final laboratory weight for the substance.

The allegations remain unproven unless established in court.
