BEMIDJI, Minn. (trfnews.i234.me) — A Bemidji man faces two felony charges following reports of threats against a woman and a police officer.
Charles Raymond Robinson, 66, was arrested October 11, 2026, following an incident on Minnesota Avenue Northwest.
According to the criminal complaint, Robinson allegedly threatened a woman after she refused to give him a cigarette.
Authorities say he made additional threats toward a police officer during and after his arrest.
Woman Reports Threats Over Cigarette
Police received a report of a man threatening residents around 10:40 p.m. on October 11.
Officers responded to the 1300 block of Minnesota Avenue Northwest in Bemidji.
A woman told investigators she was outside with her boyfriend when an unfamiliar man approached them.
The man asked her for a cigarette, but she refused.
According to the complaint, he then threatened to physically assault her if he saw her smoking again.
Later that evening, the couple went outside again.
The same man allegedly approached and once again demanded a cigarette.
After another refusal, he reportedly threatened to enter the residence and seriously harm the woman.
He also allegedly claimed connections to organized crime and threatened to arrange an attack against her.
The complaint states the woman was terrified by the threats.
Police Locate Suspect Across the Street
Officers searched the immediate area after receiving the complaint.
They located a man on the porch of an abandoned residence across the street.
Police identified the man as Charles Raymond Robinson.
Robinson was placed under arrest on suspicion of making threats of violence.
However, investigators say the threatening statements continued during the arrest.
Officer Allegedly Threatened During Arrest
According to the criminal complaint, Robinson threatened to kill a police officer while being taken into custody.
He also allegedly threatened additional violence against law enforcement personnel.
Authorities transported Robinson to the Beltrami County Jail.
While at the jail’s secure vehicle entrance, Robinson allegedly continued making threats toward the arresting officer.
He reportedly threatened to find the officer outside work and suggested the officer’s badge would not protect him.
Those statements became part of the investigation supporting the criminal charges.

Two Felony Threats Charges Filed
Prosecutors charged Robinson with two felony counts of threats of violence.
Both charges fall under Minnesota Statute 609.713, subdivision 1.
The law addresses threats to commit violent crimes with intent to terrorize another person.
It also covers threats made with reckless disregard for the risk of causing terror.
Each felony count carries a maximum sentence of five years in prison and a $10,000 fine.
Those penalties are legal maximums, not sentences imposed against Robinson.
Other Court Cases Remain Pending
The criminal complaint also references four separate trespassing cases involving Robinson.
Those cases were listed as pending when the complaint was prepared.
Their inclusion does not establish guilt or a final outcome in those matters.
Beltrami County Court Proceedings
The threats case is filed in Beltrami County District Court under number 04-CR-26-2523.
The supplied complaint does not identify a conviction, sentence, or final case outcome.
Readers can search for updates through Minnesota Court Records Online.
Additional information is available through the Beltrami County District Court.
Robinson is presumed innocent of the new charges unless and until proven guilty in court.
