Badger Woman Faces DWI, Child Endangerment Charges

Badger (trfnews.i234.me) — Chelsey Marie Samson faces three gross misdemeanor charges following an August traffic stop in Roseau County.

The charges include DWI, chemical test refusal, and child endangerment.

The complaint says a 15-month-old child was inside Samson’s vehicle during the incident.

Driving Complaint Leads To Traffic Stop

According to the complaint, authorities received a driving complaint around 7:13 p.m. on August 23, 2026.

The caller reported a black Honda Pilot traveling east on County Road 2.

The caller said the vehicle nearly struck other vehicles on the highway.

Authorities later stopped the Honda on County Road 12 near 470th Avenue.

The complaint says officers noticed an odor of alcohol coming from the vehicle.

They also described Samson as sluggish and having trouble locating documents.

Samson denied drinking alcohol, according to the complaint.

Investigators reported seeing droopy eyelids, slow speech, and slow movements.

Authorities determined a 15-month-old infant was inside the Honda.

Samson was allowed to contact another person to take custody of the child.

The complaint says Samson then participated in field sobriety tests.

Investigators reported several signs they believed showed impairment.

Those included balance problems and indicators observed during an eye test.

Samson refused a preliminary breath test at the scene, according to the complaint.

Samson was arrested and transported to the Roseau County Detention Center.

At the jail, she was given a breath test advisory.

The complaint says Samson refused to provide the requested breath sample.

She instead requested a blood test.

Authorities considered her refusal to take the requested breath test a test refusal.

The original caller later described the vehicle crossing road lines several times.

The caller also reported changing speeds and driving onto the gravel shoulder.

Samson faces a DWI test refusal charge under Minnesota Statute 169A.20.

She also faces a DWI charge based on alleged alcohol impairment.

Prosecutors cite the infant’s presence as an aggravating factor.

The third count alleges child endangerment under Minnesota Statute 609.378.

Each charge carries up to 364 days in jail and a possible $3,000 fine.

The case is filed as 68-CR-26-500 in Minnesota’s Ninth Judicial District.

Samson is presumed innocent unless proven guilty.
