FARGO, ND (trfnews.i234.me) — A former Cass County deputy, Carson Theodore Quam, 26, has been charged with 10 counts of possessing child exploitation materials. The charges, filed on Tuesday, Dec. 3, in Cass County District Court, allege that Quam had materials on a cellphone between September 2021 and September 2024 depicting children aged 2 to 14, including instances of abuse.
Court documents indicate that no arrest warrant has been served, and investigation details remain sealed. Quam’s attorney, Mark Friese, has requested an initial court appearance, citing his client’s cooperation and lack of criminal history.
The Cass County State’s Attorney has transferred the case to the Grand Forks County State’s Attorney’s Office due to close ties between Quam and the Cass County Sheriff’s Office, where he worked until resigning in September.
Sheriff Jesse Jahner confirmed Quam’s resignation coincided with the investigation by the North Dakota Bureau of Criminal Investigation. Jahner also placed Quam’s wife, Deputy Kayla Quam, on paid administrative leave to avoid potential conflicts.
This marks the third criminal investigation involving Cass County deputies this year. Sheriff Jahner emphasized the department’s commitment to upholding law enforcement integrity.
