Hallock Man Faces Felony Over Unreported Second Address

HALLOCK, MN (trfnews.i234.me) – A Hallock man faces a felony charge after investigators say he failed to report a second address.

Duane Allan Houkom Jr., 51, is accused of violating Minnesota’s predatory offender registration requirements.

According to a Kittson County criminal complaint, Houkom allegedly stayed at a Grand Rapids residence without registering it.

Investigators say those visits lasted one to two weeks at a time over an extended period.

Deputies Conduct Registration Compliance Checks

The investigation included a registration compliance check on July 9, 2026.

A Kittson County deputy visited Houkom’s registered Hallock residence around 9 p.m.

According to court documents, nobody answered the door.

The lights were off, and the deputy did not observe Houkom’s registered vehicles nearby.

Investigators then contacted local authorities and the property’s manager to confirm his residency.

The property manager, Ambrosia Severson, confirmed Houkom still lived at the Hallock address.

Police later received information indicating Houkom was home.

Houkom Reports Frequent Stays in Grand Rapids

On July 23, 2026, a deputy returned to the residence for another compliance check.

According to the complaint, Houkom answered the door and confirmed Hallock remained his primary address.

However, he reportedly explained that he now lived there only temporarily.

Houkom told investigators he had been frequently staying with a friend in Grand Rapids, Minnesota.

Those visits allegedly lasted between one and two weeks.

He reportedly said the arrangement had continued for approximately 18 months.

Investigators identified the Grand Rapids location as a second address not reported to the Kittson County Sheriff’s Office.

Previous Conviction Requires Lifetime Registration

The complaint states Houkom was convicted of second-degree criminal sexual conduct on September 20, 2005.

That conviction requires him to maintain lifetime registration under Minnesota law.

According to court documents, Houkom completed a registration form on October 20, 2025.

On that form, he initialed a section explaining the requirement to report secondary Minnesota addresses.

Prosecutors allege Houkom understood the registration requirement but failed to provide the Grand Rapids address.

The complaint does not allege that Houkom committed a new sexual offense.

Felony Registration Violation Filed

Prosecutors charged Houkom with knowingly violating predatory offender registration requirements.

The charge falls under Minnesota Statute 243.166, subdivision 5(a)(1).

The alleged violation covers a period from January 1, 2025, through July 21, 2026.

A conviction could carry up to five years in prison, a $10,000 fine, or both.

Those penalties represent the maximum listed in the complaint, not a sentence imposed by the court.
