Mahnomen Man Charged With Registration Violation
Mahnomen (trfnews.i234.me) — A Mahnomen man faces a felony charge for allegedly failing to meet registration requirements.
Elijah Andrew Goodwin is charged with violating Minnesota’s predatory offender registration law.
The case was filed in Mahnomen County District Court under court file number 44-CR-26-217.
Weekly Check-Ins Required
According to the criminal complaint, Goodwin was convicted of third-degree criminal sexual conduct in October 2025.
That conviction requires Goodwin to register as a predatory offender for ten years, the complaint states.
Goodwin reported being without a permanent address in the Mahnomen area in November 2025.
Minnesota registration rules require people without a primary address to report regularly to law enforcement.
The complaint says Goodwin signed paperwork explaining those requirements after his conviction.
That paperwork required weekly reporting while he remained without a primary address.
It also required prompt reporting after moving into another law enforcement jurisdiction.
Complaint Says Reporting Stopped
Prosecutors say Goodwin’s last recorded homeless check-in occurred on February 17, 2026.
During that check-in, he reportedly said he had stayed at a friend’s home in Mahnomen.
He also reportedly said he did not know where he would stay next.
The complaint alleges no additional required weekly check-ins were recorded afterward.
As of April 5, 2026, authorities did not know where Goodwin was staying, according to the complaint.
Prosecutors allege Goodwin knew, or reasonably should have known, about his registration duties.
Felony Charge Filed
Goodwin faces one felony count of knowingly failing to fulfill a predatory offender registration requirement.
The complaint lists a minimum sentence of one year and one day if convicted.
It lists a maximum sentence of five years in prison.
The charge also carries a possible fine of up to $10,000.
