Warroad Woman Faces Felony Animal Cruelty Charge
Warroad (trfnews.i234.me) — A Warroad woman faces a felony animal cruelty charge involving the death of a dog.
Jazmin Dawn Meyer, 19, is charged in Roseau County District Court.
Prosecutors allege the dog died after being deprived of necessary food, water, shelter, or care.
The charge stems from events beginning in January 2026 at a rural Warroad residence.
Dead Dog Reported Inside Home
Law enforcement first received information about a deceased dog on January 9.
Meyer told authorities the dog had been fed, according to the criminal complaint.
She reportedly believed the dog may have gotten into something inside the home.
Meyer also said she planned to arrange for disposal of the animal.
Later that month, another person reported seeing the dog inside a metal kennel.
The witness said the kennel contained feces and the trailer had no heat.
The witness said he did not know whether the dog had frozen or starved.
Authorities returned in February after the property owner reported finding the dog inside the abandoned residence.
The complaint says the dog’s ribs and spine were visible.
Authorities then arranged for the remains to undergo a veterinary examination.
Veterinary Review Cites Severe Starvation
Investigators later received results from a bone marrow fat analysis.
The dog’s bone marrow fat measured 0.4%, according to the complaint.
The veterinary report compared that figure with an average of 59.4% in healthy dogs.
The report described the animal as severely thin with major muscle loss.
Veterinary findings supported severe and long-term starvation, prosecutors allege.
The report estimated the dog likely suffered for weeks and possibly months before dying.
It also concluded that basic food, water, and care could have prevented the suffering.
Felony Charge Filed
Meyer faces one felony count under Minnesota’s animal cruelty law.
The charge carries up to two years in prison.
It also carries a possible fine of up to $5,000.
The case is filed as Roseau County court file 68-CR-26-400.
