Detroit Lakes Woman Faces Insurance, Tax Charges

Detroit Lakes (trfnews.i234.me) — A Frazee woman is facing criminal charges in Becker County District Court after authorities say she was driving without proof of insurance and had vehicle registration issues.

Traffic Stop Leads To Charges

Cierra Lynn Howerter, 30, of Frazee, is charged with two gross misdemeanors in connection with an incident reported on May 20, 2026, in Detroit Lakes.

Court documents state Howerter was driving a 2008 gray Saturn Astra on Eleventh Avenue in Detroit Lakes.

The vehicle was stopped after authorities discovered the registration status had been suspended.

According to the criminal complaint, Howerter was unable to provide proof that the vehicle had active insurance coverage.

The complaint alleges she was required to provide proof of insurance during the traffic stop.

Howerter is charged with gross misdemeanor failure to provide proof of insurance under Minnesota Statute 169.791.

The charge carries a possible maximum sentence of up to one year in jail and a $3,000 fine.

Vehicle Registration Charge

Howerter also faces a charge of intent to escape taxation under Minnesota Statute 168.35.

Prosecutors allege she failed to properly register the vehicle or comply with required motor vehicle tax and fee laws.

The charge carries a possible sentence of up to 364 days in jail and a $3,000 fine.

All charges are allegations, and Howerter is considered innocent unless proven guilty in court.

Previous Insurance Convictions Listed

The complaint states Howerter has previous insurance-related convictions within the past decade.

The listed incidents occurred in 2015 and 2018, according to court documents.

Because of those prior convictions, prosecutors filed the current insurance charge as a gross misdemeanor.
