Twin Valley Man Faces Felony Assault Charge

Norman County (trfnews.i234.me) — A Twin Valley man faces two domestic assault charges after an alleged incident at a rural Norman County home.

Desman Richard Hartman, 36, was charged in Norman County District Court. He faces one felony and one misdemeanor count.

The charges stem from an alleged incident on March 26, 2025.

Hartman is presumed innocent unless proven guilty in court.

Felony Strangulation Charge Filed

The first count alleges domestic assault by strangulation. It is charged as a felony under Minnesota law.

Prosecutors allege Hartman placed his hands around his partner’s neck during an argument.

The complaint also alleges he struck the victim with a closed fist before the choking allegation.

The felony charge carries a maximum sentence of three years in prison. It also carries a possible $5,000 fine.

Desman Richard Hartman

According to the complaint, law enforcement responded to a reported domestic disturbance.

The alleged victim was at the home when a deputy arrived. Hartman had already left the property.

The victim told authorities that Hartman had consumed alcohol before the argument began.

The couple reportedly had a rule requiring him to sleep downstairs after drinking.

The complaint says Hartman objected and tried to enter the bedroom.

Prosecutors allege Hartman then struck the victim twice with a closed fist.

A responding deputy reported seeing swelling and bruising near the victim’s left cheekbone.

A witness allegedly heard the argument and sounds of the victim being struck.

The witness then reported seeing Hartman’s hands around the victim’s neck.

The victim reportedly said she was unable to breathe during the incident.

Hartman also faces misdemeanor domestic assault.

That count alleges he intentionally caused or tried to cause bodily harm.

The misdemeanor carries up to 90 days in jail. It also carries a possible $1,000 fine.
