Thief River Falls, MN (trfnews.i234.me) – On July 1, a police juvenile investigator received information from another officer indicating that Joseph Robert Goulet, 36, of Thief River Falls, was in violation of the predatory offender registry. Goulet has been charged with felony failure to fulfill predatory offender registration requirements—a subsequent offense.
Goulet was arrested on a Hennepin County gross misdemeanor warrant and the new charge. He allegedly failed to register a primary or secondary address and new employment. According to the complaint, the juvenile investigator determined that Goulet was not living at the address he had provided to law enforcement. His Minnesota ID card listed his address as 1001 Alice Dr., where he was later arrested.
Goulet allegedly informed a police officer that he was on the predatory offender registry, but the address on his ID card and driver’s license did not match his registered address. He also mentioned working at Waterworths Woodshop, which was not listed in his predatory offender information. The complaint noted that Goulet had previously been convicted of failing to register in Dakota County in 2008.
