A Bagley woman is facing two charges after a crash in Fertile, according to a criminal complaint filed in Polk County District Court.

Cecelia Beverly Midbo, 19, of Bagley, is charged with third-degree driving while impaired and fifth-degree assault.

The complaint says the case began late on February 24, 2026, after a 911 call about a crash and an alleged drunk driver trying to leave the scene.

 

What Investigators Allege

Court records say AJV told authorities that Midbo had been drinking before she got into a vehicle.

The complaint says she then struck a friend’s vehicle during an argument in Fertile.

AJV told investigators he opened the driver’s door to stop her from leaving.

During that struggle, the complaint says Midbo bit AJV on the arm and left marks.

Records also state that alcohol was found in or near the vehicle.

Test Results

The complaint says Midbo showed signs of impairment at the scene and did not complete field testing in a satisfactory way.

A later portable breath test showed a blood alcohol reading of 0.17, according to the filing.

Investigators then obtained a warrant for a blood or urine sample.

The complaint says Midbo agreed to a blood draw.

That sample was later tested by the Minnesota Bureau of Criminal Apprehension.

According to the complaint, the blood test also showed an alcohol concentration of 0.17.

Court Record Details

The gross misdemeanor DWI charge alleges an alcohol concentration of 0.08 or more, with an aggravating factor tied to a reading of 0.16 or higher.

The misdemeanor assault charge alleges that Midbo caused or attempted to cause bodily harm to AJV.

The complaint also states Midbo has no prior qualifying DWI-related offenses.

All defendants are presumed innocent unless proven guilty in court.
