Roseau Man Charged After Highway 11 DWI

Roseau County (trfnews.i234.me) — A Roseau man is facing two gross misdemeanor DWI charges after a traffic stop on Highway 11 in Roseau County, according to a criminal complaint filed in Minnesota District Court.

Prosecutors charged Bret Dennis Sabourin, 49, of Roseau, with driving under the influence of alcohol and driving with an alcohol concentration of 0.08 or more within two hours. The complaint says one aggravating factor was present because of a prior fourth-degree DWI conviction in Polk County on March 27, 2023.

Report Led to Highway 11 Stop

The complaint says a report came in at about 8:30 p.m. on March 11, 2026. The report said a possibly impaired driver had left Skippy Fin’s Bar in Badger and was heading toward Roseau in a red Chevrolet Impala.

A state trooper later saw a red Chevrolet Impala traveling east on Highway 11 between Badger and Roseau. The complaint says the trooper noticed the car did not have a working license plate light. A traffic stop then took place near 370th Avenue.

 

Complaint Details Signs of Impairment

According to the complaint, the trooper smelled alcohol coming from inside the vehicle. The driver also had watery eyes, court records state.

The complaint says Sabourin admitted he had been drinking at Skippy Fin’s Bar. During field sobriety testing, the complaint alleges several signs of impairment were seen. Those signs included slurred speech, lack of smooth pursuit in both eyes, early nystagmus, the odor of alcohol, and some unsteadiness.

The complaint also says Sabourin told the trooper one of his medications could affect his balance.

Breath Test Results Listed in Court Filing

According to the complaint, a preliminary breath test at the scene showed a result of 0.16. After he was taken to the Roseau County Detention Center, the complaint says Sabourin gave a breath sample of 0.14 at 9:22 p.m.

The charges are based on allegations in the complaint. They have not been proven in court. Sabourin is presumed innocent unless proven guilty.
