Moorhead (trfnews.i234.me) A former City of Moorhead truck driver has been charged after a crash that killed a 9-year-old boy near an elementary school.

Victor Port, 64, of West Fargo, is charged with two misdemeanors.

The charges include failing to yield to a pedestrian in a crosswalk.

He is also charged with not having the proper license to drive the truck.

The crash happened near Reinertsen Elementary

Police say the crash happened July 31, 2025, outside S.G. Reinertsen Elementary.

Adam Amin, 9, was riding his bicycle through a marked crosswalk.

A City of Moorhead water truck struck him as he crossed, police said.

Amin would have started fourth grade at the school that fall.

What Port told investigators

Port told police he stopped at the crosswalk.

He said he began a left turn and then heard a bang.

Port said he never saw the boy in the crosswalk.

Mother was nearby, police say

Investigators said Amin’s mother was walking behind him.

Police said Amin reached the crosswalk as the truck arrived.

They said Amin entered the crosswalk and had the right of way.

Key findings from the investigation

Investigators said Port was not using a cellphone during the crash.

They also found no signs of alcohol or drug impairment.

Police said the truck stopped partially inside the crosswalk.

They believe that the position may have blocked Port’s view.

License issue and possible penalties

Investigators said Port’s license was downgraded in 2024.

They said it happened after his medical certification expired.

If convicted, Port could face up to 90 days in jail.
