Grand Forks County: DUI Crash Injures Two People
GRAND FORKS COUNTY (trfnews.i234.me) — A Grand Forks man faces felony charges after police say he drove drunk and crashed into a parked pickup early Sunday morning. Two people in the parked vehicle were hurt.
The suspect, Charleston Edward Hughley, 39, is charged with felony reckless endangerment with extreme indifference. He also faces two misdemeanor counts tied to the November 23 crash on 28th Avenue South.
Crash Details
Police responded to the crash at about 12:52 a.m. Sunday near 1899 28th Avenue South. Officers found Hughley’s pickup with major front-end damage. The truck was lodged against a tree after a series of impacts.

According to court documents, Hughley was driving fast in a 25 mph zone. He lost control of his vehicle and sideswiped a parked car. His truck then hit a parked pickup with two people inside. The impact pushed the parked pickup about two car lengths.
The force of the crash bent the frame of the parked pickup where the bed meets the cab. Hughley’s truck crossed the road, jumped a curb, and then hit a tree. All airbags deployed. The rear of his vehicle lifted from the ground before coming back down.
Injuries
The two people inside the parked pickup reported pain. They were treated at Altru Hospital. One person had cuts and scrapes on the head.
Alcohol Investigation
Hughley told police he had been at a party earlier that night. He said he drank alcohol and had little memory of driving. Police noted that he had bloodshot eyes, slurred speech, and smelled of alcohol.
Hughley provided a breath sample upon arrival at the hospital. His alcohol level was 0.270, more than three times the legal limit of 0.08 in North Dakota.
Hughley is set for a preliminary hearing on January 5, 2026. More case information is available through the North Dakota Courts website.
