Thief River Falls, Pennington County (trfnews.i234.me) — A Crookston man, Frank Anthony Kaiser, 38, is facing a felony charge in Pennington County for failing to register as a predatory offender, a requirement under Minnesota law for certain convicted offenders.
On November 15, 2024, authorities were tipped off by Tri-County Probation that Kaiser had an active warrant from Polk County. Investigator Andy Hart and local officers tried to locate Kaiser at his last known address on 204 Merriam Ave. N., Thief River Falls, but learned from the homeowner that he had been kicked out weeks prior.
Kaiser was later found behind the Station on 59 Gas Station. Despite claiming he was staying with his mother, records showed he had recently registered the Merriam Avenue address on October 21, 2024. This marks his third charge for failure to register, with previous convictions in 2020 and 2022.
Kaiser now faces a felony count under MN Statute 243.166.5(c), carrying a minimum sentence of 2 years and up to 5 years in prison.
