Ramsey County: Masked Gunman Unleashes Rifle Fire on Deputy in High-Speed Chase

Ramsey County (trfnews.i234.me)A St. Paul man has pleaded guilty to firing an assault rifle at a Ramsey County deputy during a high-speed chase in March 2024. Trevion Armand Figgs, 20, admitted in court to being the masked passenger who leaned out of a fleeing Honda Accord and opened fire on Deputy Joe Kill, striking his ballistic vest with shrapnel.

The incident began when officers attempted to stop the vehicle for erratic driving on St. Paul’s East Side. As the chase continued, Figgs fired multiple rounds from a tan-colored assault rifle at the pursuing squad car from just 25 to 30 yards away. Deputy Kill was treated for minor injuries at Regions Hospital.

Investigators recovered spent .223 rifle casings from the scene and inside the abandoned Honda, which was found behind a residence on Pacific Street. DNA analysis linked Figgs to the casings, the car’s door handle, and a rifle stock found in his bedroom during a search warrant execution. A Snapchat photo showed Figgs holding a tan rifle matching the weapon used in the shooting.

Further evidence included intercepted jail calls where Figgs and a juvenile contact used coded language to discuss the rifle. Police later recovered the weapon—a tan M4-style rifle etched with the initials “LLM,” believed to stand for “Long Live Marleisha,” Figgs’ late sister. Ballistics confirmed it was the same gun used in the March 1 shooting.

At the time of the shooting, Figgs was also facing charges for a separate attempted murder case from June 2023, where he allegedly fired 27 shots in a public area. He has a prior conviction for possessing a firearm without a serial number.

Ramsey County Sheriff Bob Fletcher emphasized the gravity of the situation, stating, “There’s a thin line between good and evil, and it’s time we get back to respecting those who stand on that line, at the request of society, to keep us safe.” He added that holding individuals accountable is crucial to preventing further chaos.

A sentencing date for Figgs has not yet been set.
