A Pine to Prairie Drug Task Force officer worked with a confidential informant.

The informant said Tostrup talked about meth deals. Investigators then set up a controlled buy, according to the complaint.

At about 4:17 p.m., the informant met Tostrup in the 1100 block of Main Avenue North. Police watched the meeting, according to the complaint.

The informant bought 3.1 grams of meth for $150, the complaint said. The informant later confirmed Tostrup’s identity using a photo lineup, the complaint said.

On Jan. 5, 2024, the informant said Tostrup wanted $500 up front. The informant said Tostrup planned to drive to Mahnomen to get an ounce of meth.

The complaint said the informant picked up Tostrup in the 200 block of Brooks Avenue. The informant said money was given during the drive.

The complaint said the meth was never delivered. The complaint also described later contacts about possible travel to Grand Forks. The informant later said Tostrup stopped responding.

45-month sentence in possession case

In a second case, Tostrup was sentenced for a third-degree felony for a controlled substance.

The court sentenced him to 45 months in prison. That term will run at the same time as the 73-month sentence.

The court ordered the same lifetime weapons ban. The court also ordered a DNA sample. The court also ordered $135 in fees and fines.

Arrest and meth evidence

The complaint said the possession case came from Tostrup’s April 10, 2024, arrest. Investigators had an arrest warrant tied to the sale case.

The complaint said officers saw Tostrup leave a home in the 200 block of Brooks Avenue South. He drove away in a Cadillac Escalade, the complaint said.

The complaint said officers stopped him near Third Street and Horace Avenue.

Police found two bags in the same front pants pocket, the complaint said. Both tested positive for meth, the complaint said.

The smaller bag weighed 2.3 grams. The larger bag weighed 12.3 grams. The complaint said both weights included packaging.

More information

You can learn more about the Pine to Prairie Drug Task Force.

Readers can also review Minnesota’s controlled substance statutes at the official Revisor site.
