According to a Polk County criminal complaint, the incident happened April 20, 2026.<\/p>\n
Prosecutors filed two felony threats of violence charges and five gross misdemeanor assault charges.<\/p>\n
Police Respond to Apartment Complex Disturbance<\/h2>\n
East Grand Forks police received a disturbance call around 4:57 p.m. on April 20.<\/p>\n
A woman identified as A.C. reported that Devlin had assaulted her and others.<\/p>\n
The caller told dispatch she was running through an apartment parking lot while Devlin chased her.<\/p>\n
According to court documents, police had responded to an earlier disturbance involving Devlin and property management staff.<\/p>\n
That earlier confrontation reportedly involved an apartment rental agreement.<\/p>\n
Witness Reports Being Punched and Kicked<\/h2>\n
Investigators interviewed a second alleged victim, identified as K.P.<\/p>\n
He reported that an argument began over a sweatshirt.<\/p>\n
According to the complaint, Devlin grabbed the clothing before falling backward onto the floor.<\/p>\n
After getting up, she allegedly charged toward K.P. and punched him several times in the chest.<\/p>\n
K.P. reported that Devlin also kicked his chest while he attempted to retreat down the stairs.<\/p>\n
He told police she threatened him and continued chasing him and A.C.<\/p>\n
Woman Says She Feared for Her Safety<\/h2>\n
A.C. told investigators she witnessed the confrontation and feared Devlin would attack her.<\/p>\n
According to the complaint, Devlin swung her fists toward A.C. and made threatening statements.<\/p>\n
A.C. reported being chased through the apartment building and across the parking lot.<\/p>\n
She also recorded portions of the confrontation on her phone.<\/p>\n
Police Review Video of Alleged Assault<\/h2>\n
Investigators received the cellphone video on April 21.<\/p>\n
According to court documents, the recording showed Devlin punching and kicking K.P.<\/p>\n
It also reportedly captured Devlin chasing both individuals while making threatening statements.<\/p>\n
Police described the footage as supporting several allegations made by the witnesses.<\/p>\n
Officer Allegedly Kicked During Arrest<\/h2>\n
When police arrived, officers reportedly observed Devlin approaching A.C. with clenched fists.<\/p>\n
An officer instructed Devlin to stop and place her hands behind her back.<\/p>\n
According to the complaint, Devlin initially complied before pulling away during handcuffing.<\/p>\n
She allegedly kicked the officer in the upper leg and groin, causing pain.<\/p>\n
The officer then used a leg sweep to bring Devlin to the ground.<\/p>\n
Medical personnel responded to evaluate Devlin and transported her to an emergency room.<\/p>\n
Police reviewing the video reported that her leg appeared to have been injured during the detention.<\/p>\n
Seven Charges Filed in Polk County<\/h2>\n
Prosecutors filed two felony threats of violence counts involving A.C. and K.P.<\/p>\n
Each felony carries a maximum penalty of five years in prison, a $10,000 fine, or both.<\/p>\n
Devlin also faces one gross misdemeanor fourth-degree assault charge involving a peace officer.<\/p>\n
Four additional gross misdemeanor fifth-degree assault counts involve the two other alleged victims.<\/p>\n
Each gross misdemeanor carries a maximum penalty of 364 days in jail, a $3,000 fine, or both.<\/p>\n
The complaint also cites a previous North Dakota conviction for violating a no-contact order.<\/p>\n
