target="_blank" rel="noopener">trfnews.i234.me) – A 19-year-old Bagley woman faces drug possession and public nuisance charges following a September roadway incident.

Morgan Alayah Neeland is accused of possessing methamphetamine and creating a traffic hazard in Mahnomen.

According to a criminal complaint, the incident happened September 21, 2026, along East Adams Avenue.

Police reported that drivers were forced to take evasive action to avoid a pedestrian walking in the roadway.

Drivers Swerve to Avoid Woman in Road

At approximately 6:45 p.m., White Earth Tribal Police observed a woman walking westbound along East Adams Avenue.

The woman was reportedly walking directly in the westbound traffic lane near the 850 block.

According to court documents, an approaching vehicle swerved into oncoming traffic to avoid hitting her.

An eastbound driver then pulled onto the shoulder and slowed to prevent a possible collision.

Police turned around and activated emergency lights before approaching the pedestrian.

The woman stopped and was identified as Morgan Alayah Neeland.

Police Report Signs of Possible Impairment

During the encounter, police noticed Neeland speaking rapidly and making frequent movements.

The officer believed her behavior could indicate possible methamphetamine impairment.

According to the complaint, Neeland admitted smoking methamphetamine earlier that day.

When asked whether she possessed additional methamphetamine, she initially said she did not.

However, she acknowledged having a smoking device.

Police reported that Neeland produced a makeshift smoking device constructed from a broken pen.

She also placed several pieces of burned aluminum foil on the patrol vehicle’s hood.

Officer Reports Finding Suspected Methamphetamine

The officer asked whether Neeland had anything else inside a small bag around her waist.

According to court documents, she declined a request to search the bag.

Instead, she offered to remove its contents herself.

Neeland then reportedly placed additional foil, a smoking device, and a small paper packet on the patrol vehicle.

When she opened the packet, the officer noticed a white crystalline substance.

According to the complaint, Neeland identified the substance as methamphetamine.

Police then placed Neeland in handcuffs and continued the investigation.

Additional Suspected Drugs Recovered

During further questioning, Neeland allegedly told police she had additional substances concealed in her clothing.

The officer allowed her to retrieve those items herself.

She reportedly produced three small green plastic bags.

Two bags contained a white powdery substance, according to the complaint.

When questioned about the contents, Neeland reportedly identified the substance as fentanyl.

Police also reported finding used packets, foil, straws, and smoking devices inside her waist bag.

The substances had not yet been confirmed through laboratory testing when the complaint was prepared.

Suspected Drugs Sent for Laboratory Testing

Police collected the paper packet and two small plastic bags as evidence.

According to the complaint, the substances were not weighed or field-tested at the scene.

The officer reported concerns about opening the packaging.

The evidence was secured at the White Earth Tribal Police Department.

Investigators planned to send the collected items to the Minnesota Bureau of Criminal Apprehension for testing.

The complaint does not include the final laboratory results.

Woman Transported to Crookston Jail

Following the investigation, Neeland was taken to Mahnomen Health Center for a medical evaluation.

After receiving medical clearance, she was transported to Tri-County Corrections in Crookston.

She was booked in connection with the reported drug possession and public nuisance allegations.

The criminal complaint lists two charges.

Count 1: Gross misdemeanor fifth-degree possession of a controlled substance involving alleged methamphetamine.

Count 2: Misdemeanor public nuisance for allegedly obstructing or making a public roadway dangerous.

The drug charge carries a maximum penalty of 364 days in jail, a $3,000 fine, or both.

The public nuisance charge carries a maximum penalty of 90 days in jail, a $1,000 fine, or both.

These are maximum statutory penalties, not sentences imposed by the court.

Mahnomen County Court Case

The case was filed in Mahnomen County District Court under case number 44-CR-26-570.

The prosecutor’s file number is 0440029950.

Readers can review Minnesota’s fifth-degree controlled substance
