Police identified the driver as Michael Kenneth Rainey.<\/p>\n
According to the complaint, the officer noticed slurred speech, glassy eyes, and unusually infrequent blinking.<\/p>\n
Rainey reportedly told police there had not been a domestic assault.<\/p>\n
He suggested the other person may have believed they were arguing because he had been drinking.<\/p>\n
