Leonard (trfnews.i234.me<\/a>)<\/strong> \u2014 A Leonard man faces two felony charges involving Minnesota’s predatory offender registration requirements.<\/p>\n

Luis Pedro English, 38, is charged in Clearwater County District Court.<\/p>\n

He faces one count of failure to register as a predatory offender.<\/p>\n

He also faces one count of providing false information under predatory offender registration requirements.<\/p>\n

Each felony carries a maximum sentence of five years in prison.<\/p>\n

Each charge also carries a possible $10,000 fine.<\/p>\n

Authorities Question Where English Was Living<\/h2>\n

According to the criminal complaint, English was required to register as a predatory offender.<\/p>\n

The complaint says he was considered homeless and required to complete weekly check-ins.<\/p>\n

Authorities said English had been staying in a tent on property near Leonard.<\/p>\n

Investigators later received information that English was no longer staying there.<\/p>\n

A resident told authorities that English had moved away approximately two weeks earlier.<\/p>\n

Another person said his tent had been damaged during a storm.<\/p>\n

She told investigators English had not been regularly staying at the property since then.<\/p>\n

English Found At Shevlin Home<\/h2>\n

Authorities went to a home in Shevlin on September 18.<\/p>\n

English was found inside the residence, according to the complaint.<\/p>\n

English allegedly said his tent had blown down.<\/p>\n

He claimed he was still living on the Leonard property but sleeping in a garage.<\/p>\n

English said he had arrived at the Shevlin home around 5 a.m. to pick up pine cones.<\/p>\n

Authorities arrested English and transported him to the Clearwater County Jail.<\/p>\n

Complaint Cites Previous Check-Ins<\/h2>\n

The complaint says English completed a registration check-in on September 8.<\/p>\n

He reportedly listed the Leonard property as his residence.<\/p>\n

English again checked in on September 16 and listed the same location.<\/p>\n

During that conversation, English allegedly said he was staying warm beneath a tarp over his tent.<\/p>\n

The complaint says he did not report that the tent had blown down.<\/p>\n

Prosecutors allege English knowingly failed to report a change of address.<\/p>\n

They also allege he intentionally gave false information about where he was living.<\/p>\n

Prior Registration Conviction Listed<\/h2>\n

The complaint states English was convicted of a predatory offender registration violation in 2015.<\/p>\n

It also lists prior convictions involving solicitation of a child, protection-order violations, and fifth-degree assault.<\/p>\n

The new charges are allegations. English is presumed innocent unless proven guilty in court.<\/p>\n
