Thief River Falls Man Charged in Main Avenue Assault<\/h2>\n

Thief River Falls<\/strong> (trfnews.i234.me<\/a>) \u2014 A Thief River Falls man faces two assault charges after a July incident downtown.<\/p>\n

Kaleb Isaac Torgerson, 32, has been charged with felony third-degree assault.<\/p>\n

He also faces a misdemeanor fifth-degree assault charge.<\/p>\n

The criminal complaint was filed September 18.<\/p>\n

The charges stem from an incident reported July 12.<\/p>\n

Police responded to the 300 block of Main Avenue North.<\/p>\n

Video Allegedly Shows Assault<\/h2>\n

According to the complaint, surveillance video allegedly showed Torgerson slamming a man to the ground.<\/p>\n

Bystanders then approached the area.<\/p>\n

The complaint says Torgerson briefly walked away before returning.<\/p>\n

He allegedly confronted a male bystander and punched him.<\/p>\n

The bystander then fell to the ground, according to the complaint.<\/p>\n

Other people in the area reportedly pushed Torgerson away.<\/p>\n

The bystander told investigators he had not physically confronted Torgerson before being struck.<\/p>\n

Bystander Reports Head Injury<\/h2>\n

The bystander said his head was bleeding after the incident.<\/p>\n

He also reported being knocked unconscious.<\/p>\n

Medical records reportedly showed he was unconscious for about two minutes.<\/p>\n

The man later went to the hospital twice for treatment.<\/p>\n

He also provided police with a photograph of an abrasion on his head.<\/p>\n

The complaint says Torgerson had earlier tried recording the bystander.<\/p>\n

He also asked the man for his name, according to witnesses.<\/p>\n

Complaint Describes Later Contact<\/h2>\n

A second person told investigators Torgerson later tried contacting the injured bystander.<\/p>\n

According to the complaint, Torgerson said he owed the man an apology.<\/p>\n

He also allegedly said he wanted to give the bystander $2,000.<\/p>\n

The case will proceed through the Minnesota court system.<\/p>\n

The charges are accusations.<\/p>\n

Torgerson is presumed innocent unless proven guilty in court.<\/p>\n
