East Grand Forks: Solem Faces Drug, DWI Charges<\/h2>\n

EAST GRAND FORKS, Minn.<\/strong> (trfnews.i234.me<\/a>) \u2014 Stacy Ann Solem faces felony drug possession and third-degree DWI charges in Polk County.<\/p>\n

Solem, 51, is charged in District Court file 60-CR-26-1276.<\/p>\n

The charges stem from an Aug. 30, 2026, incident in East Grand Forks.<\/p>\n

Prosecutors allege Solem possessed oxycodone near Sacred Heart School.<\/p>\n

They also allege she was in physical control of a vehicle with controlled substances in her body.<\/p>\n

Woman Found Behind Wheel<\/h2>\n

The complaint says police responded to East Side Express after receiving a report about an unresponsive driver.<\/p>\n

Officers found Solem in the driver’s seat of a running vehicle, according to prosecutors.<\/p>\n

Her foot was on the brake, and she was holding scratch-off tickets.<\/p>\n

The complaint says Solem had bloodshot eyes and struggled to keep her head upright.<\/p>\n

Police asked Solem to complete several field sobriety tests.<\/p>\n

Prosecutors allege she showed difficulties during portions of those tests.<\/p>\n

No police officer names are included in this report.<\/p>\n

Oxycodone Allegedly Found in Purse<\/h2>\n

The complaint says police later looked inside Solem’s purse while retrieving a cigarette for her.<\/p>\n

Investigators allegedly found five white pills inside a small bag.<\/p>\n

Prosecutors say the pills were later identified as oxycodone.<\/p>\n

A pipe suspected of being used with methamphetamine was also found, according to the complaint.<\/p>\n

The pipe allegedly produced a positive field test for methamphetamine.<\/p>\n

Solem reportedly denied that the pipe belonged to her.<\/p>\n

Urine Test Cited in DWI Charge<\/h2>\n

Police transported Solem to the East Grand Forks police station after her arrest.<\/p>\n

The complaint says she voluntarily provided a urine sample.<\/p>\n

A preliminary test allegedly showed methamphetamine, cocaine, fentanyl, oxycodone, and THC.<\/p>\n

The sample was sent to the Minnesota Bureau of Criminal Apprehension for further testing.<\/p>\n

Prosecutors cite a 2022 North Dakota DWI conviction as an aggravating factor.<\/p>\n

That prior DWI is relevant to the current third-degree DWI charge.<\/p>\n

Felony Drug Charge<\/h2>\n

Count One cites Minnesota Statute 152.023<\/a>.<\/p>\n

Prosecutors allege Solem possessed oxycodone within the prohibited zone surrounding Sacred Heart School.<\/p>\n

Sacred Heart School<\/a> is located in East Grand Forks.<\/p>\n

The felony charge carries up to 20 years in prison.<\/p>\n

A fine of up to $250,000 is also possible.<\/p>\n

Third-Degree DWI Charge<\/h2>\n

Count Two cites Minnesota Statute 169A.20<\/a>.<\/p>\n

The degree of the charge is addressed by Minnesota Statute 169A.26<\/a>.<\/p>\n

The complaint classifies that count as a gross misdemeanor.<\/p>\n

It lists a maximum of 364 days in jail and a $3,000 fine.<\/p>\n

These penalties are maximums and do not represent a sentence against Solem.<\/p>\n
