Crookston: Salinas Faces Meth Sale, DWI Charges<\/h2>\n

CROOKSTON, Minn.<\/strong> (trfnews.i234.me<\/a>) \u2014 Irma Salinas faces two felony drug charges and a gross misdemeanor DWI charge.<\/p>\n

Salinas, 61, is charged in Polk County District Court file 60-CR-26-1298.<\/p>\n

The case stems from a Crookston methamphetamine investigation during August and early September 2026.<\/p>\n

Prosecutors allege Salinas sold methamphetamine near Crookston High School.<\/p>\n

They also allege she later possessed methamphetamine near Highland Elementary School.<\/p>\n

Meth Sale Alleged Near Crookston High School<\/h2>\n

Count One charges Salinas with second-degree controlled substance sale within a prohibited zone.<\/p>\n

The complaint alleges Salinas supplied methamphetamine during an Aug. 25 transaction involving another Crookston resident.<\/p>\n

Investigators were conducting a controlled drug-buy investigation, according to the complaint.<\/p>\n

Police allegedly saw Salinas arrive in a Nissan Frontier near an apartment across from Crookston High School.<\/p>\n

The complaint says she met Andrew Eamos Lewis Root outside the building.<\/p>\n

Investigators allege Salinas gave something to Root before driving away.<\/p>\n

A confidential informant later received suspected methamphetamine from Root, according to prosecutors.<\/p>\n

A field test allegedly produced a presumptive positive result for methamphetamine.<\/p>\n

Prosecutors later alleged Salinas admitted selling methamphetamine to Root on separate occasions.<\/p>\n

Those statements remain allegations contained in the criminal complaint.<\/p>\n

Search Warrant Leads to Second Felony<\/h2>\n

Police obtained a warrant to search Salinas’ Crookston apartment on Sept. 3.<\/p>\n

The complaint says officers stopped Salinas after she left the residence in a Nissan Frontier.<\/p>\n

Investigators reported signs they believed were consistent with controlled-substance use.<\/p>\n

Police later searched the apartment under the warrant.<\/p>\n

They allegedly found baggies containing crystal-like substances, tinfoil, and a straw with residue.<\/p>\n

A field test allegedly indicated methamphetamine.<\/p>\n

Prosecutors say the apartment was within the protected zone surrounding Highland Elementary School.<\/p>\n

Count Two charges third-degree controlled substance possession within a prohibited zone.<\/p>\n

Minnesota Statute 152.023<\/a> covers methamphetamine possession in certain protected zones.<\/p>\n

That felony can carry up to 20 years and a $250,000 fine.<\/p>\n

Second-Degree DWI Also Charged<\/h2>\n

Count Three alleges second-degree driving while impaired by a Schedule I or II controlled substance.<\/p>\n

The complaint says Salinas admitted using methamphetamine before leaving for work that morning.<\/p>\n

A urine sample later allegedly tested positive for methamphetamine.<\/p>\n

Prosecutors cite DWI convictions from 2018 and 2019 as two aggravating factors.<\/p>\n

Minnesota Statute 169A.20<\/a> covers driving with certain controlled substances in the body.<\/p>\n

Minnesota Statute 169A.25<\/a> covers second-degree DWI.<\/p>\n

The complaint lists a maximum penalty of 364 days and a $3,000 fine.<\/p>\n

Felony Drug Sale Carries Higher Maximum<\/h2>\n

The second-degree drug sale count cites Minnesota Statute 152.022<\/a>.<\/p>\n

Current law covers methamphetamine sales in protected school and park zones.<\/p>\n

A conviction can carry up to 25 years and a $500,000 fine.<\/p>\n

Those maximum penalties are not sentences against Salinas.<\/p>\n

Charges Remain Allegations<\/h2>\n

The criminal complaint contains allegations that have not been proven in court.<\/p>\n

Salinas is presumed innocent unless proven guilty beyond a reasonable doubt.<\/p>\n

The Northwest Regional Corrections Center<\/a> is located in Crookston.<\/p>\n
