Karlstad Man Faces 2 Felony Registration Charges<\/h2>\n

Karlstad<\/strong> (trfnews.i234.me<\/a>) \u2014 A Karlstad man faces two felony charges over alleged predatory offender registration violations.<\/p>\n

Corwin John Bartlett, 37, is charged in Kittson County District Court.<\/p>\n

Both counts allege failures to meet requirements under Minnesota’s predatory offender registration law.<\/p>\n

The complaint says Bartlett is required to remain registered until May 12, 2036.<\/p>\n

Address Change Leads To First Charge<\/h2>\n

Investigators conducted a registration compliance review during June and July 2026.<\/p>\n

Records listed Bartlett’s registered address at a residence in Kennedy, according to the complaint.<\/p>\n

However, investigators learned Bartlett had allegedly moved from Kennedy to Karlstad months earlier.<\/p>\n

A property owner told investigators Bartlett rented a home on McKinley Avenue in Karlstad.<\/p>\n

The lease for that property was signed on August 29, 2025, court records state.<\/p>\n

Bartlett later told investigators he moved from Kennedy on October 1, 2025.<\/p>\n

He said he took possession of the Karlstad residence that same day.<\/p>\n

The complaint alleges authorities had no record showing Bartlett properly reported that address change.<\/p>\n

Annual Verification Letter Also Investigated<\/h2>\n

The second charge concerns Bartlett’s annual verification paperwork with the Minnesota Bureau of Criminal Apprehension.<\/p>\n

The complaint says the verification letter was due June 17, 2026.<\/p>\n

A June 25 records check listed Bartlett as noncompliant because the letter had not been returned.<\/p>\n

Authorities later found him back in compliance on July 1.<\/p>\n

The BCA had received his verification letter that same day, according to the complaint.<\/p>\n

Bartlett allegedly said the letter had originally been mailed to his former Kennedy address.<\/p>\n

He said he received it from his girlfriend at their home in Karlstad in late June.<\/p>\n

The complaint notes the letter was signed and dated June 10.<\/p>\n

Prosecutors cited that timing as part of the investigation.<\/p>\n

Two Felony Counts Filed<\/h2>\n

Each charge alleges failure to comply with Minnesota Statute 243.166.<\/p>\n

Each felony carries a maximum possible sentence of five years in prison.<\/p>\n

The case is filed as Kittson County court file 35-CR-26-93.<\/p>\n
