Fergus Falls Registration Case Leads to Felony Charge<\/h2>\n

Fergus Falls<\/strong> (trfnews.i234.me<\/a>) \u2014 Lucas Trey Matthew Fischer faces a felony charge in Otter Tail County.<\/p>\n

Prosecutors accuse Fischer of knowingly failing to meet Minnesota predatory offender registration requirements.<\/p>\n

The alleged violation occurred on or about November 11, 2025, according to the criminal complaint.<\/p>\n

Fischer has been summoned to court in case 56-CR-26-1518.<\/p>\n

Registration Check Raises Questions<\/h2>\n

The investigation began during assigned registration checks in Fergus Falls on November 10, 2025.<\/p>\n

An officer checked Fischer’s listed primary address on County Highway 111.<\/p>\n

A person at that location told police Fischer had not lived there for about nine months.<\/p>\n

Investigators then asked Moorhead police to check Fischer’s listed secondary address.<\/p>\n

A resident there said she did not know Fischer, according to the complaint.<\/p>\n

She also told police Fischer had not lived there since she moved in during 2021.<\/p>\n

Felony Charge Filed<\/h2>\n

Prosecutors allege Fischer was required to register and knew about that duty.<\/p>\n

The complaint says he failed to keep required address information current with authorities.<\/p>\n

Minnesota law requires certain registered people to provide updated residence and other information.<\/p>\n

The complaint lists the charge under Minnesota Statute 243.166<\/a>.<\/p>\n

That section covers criminal penalties for knowingly violating registration requirements.<\/p>\n

The complaint lists a maximum punishment of five years in prison.<\/p>\n

It also lists a possible fine of up to $10,000.<\/p>\n

Court Filing Contains Birth Date Conflict<\/h2>\n

The court complaint contains two different birth dates for Fischer.<\/p>\n

The defendant information page lists March 12, 1996.<\/p>\n
