Chang allegedly acted erratically and tried to grab a baby from a woman\u2019s arms.<\/p>\n
He then allegedly threw items around the home while searching for a shoe.<\/p>\n
The woman told officers Chang was visiting a child they share.<\/p>\n
She said Chang had been removed from the home in November 2025.<\/p>\n
A witness reported seeing Chang strike the young child on the head.<\/p>\n
The witness also said Chang threw a shoe that hit the child\u2019s face.<\/p>\n
Officers reportedly saw the child shaking and noticed a swollen, bleeding lip.<\/p>\n
