It alleges the incident happened on June 18, 2026.

Toal is charged with third-degree damage to property involving a public safety motor vehicle. That count is a gross misdemeanor.

She also faces a misdemeanor charge of obstructing the legal process. Court records list the case as 04-CR-26-1420.

Multiple Calls Lead to Contact

According to the complaint, deputies received several calls around 9:30 a.m.

Callers reported an intoxicated woman knocking on doors near Nordic Avenue Northwest and Dickinson Drive Northwest.

A deputy located Toal outside a home on Nordic Avenue. The complaint says she showed several signs of alcohol use.

The deputy first tried to return Toal to another nearby home. People there reportedly said she had been removed for combative behavior.

The deputy then planned to transport Toal to People’s Church. During the trip, authorities learned she was serving felony DWI probation.

Her probation conditions reportedly banned alcohol and controlled substance use. A probation agent requested her arrest and a preliminary breath test.

Lenora Jean Elizabeth Toal

Camera Allegedly Damaged at Jail

The complaint says Toal refused the breath test after arriving at the Beltrami County Jail.

The deputy then placed her in handcuffs. Authorities allege Toal tried to force her way from the patrol vehicle.

She allegedly pushed the door open and resisted efforts to keep her inside.

After the door closed, Toal allegedly struck a rear-facing camera with her hands and handcuffs.

The complaint says she continued after being warned about possible charges.

Jail staff later obtained a preliminary breath result of .217.

The patrol camera’s lens cover was cracked or heavily scratched, according to the filing. Its view was also partly blocked.

An approved vendor later quoted $543 for a replacement camera. That amount did not include installation costs.

Charges and Possible Penalties

The property damage count carries up to 364 days in jail and a $3,000 fine.

The obstruction count carries up to 90 days in jail and a $1,000 fine.

Readers can review Minnesota’s property damage statute and obstruction statute.

Public case information may also be available through Minnesota Court Records Online.

The allegations in the complaint have not been proven in court.
