Justin Michael Knapp, 41, of Bemidji, has been charged with fifth-degree possession of methamphetamine, a felony, and third-degree driving while impaired involving a Schedule I or II controlled substance, a gross misdemeanor.<\/p>\n
According to court documents, the incident happened on June 12, 2026. A patrol officer stopped a tan Cadillac after noticing it was missing a front license plate. Court records state the vehicle did not stop immediately. Investigators also reported seeing movement inside the vehicle before it came to a stop.<\/p>\n

Cloud was also arrested after officers learned she had two outstanding warrants. Court documents state that investigators recovered several small plastic bags from her mouth during the arrest.<\/p>\n
Authorities obtained a search warrant for Knapp’s blood sample.
