It was later sent to the Clay County Attorney\u2019s Office for review.<\/p>\n<p>Prosecutors declined to file charges. A November 13, 2023, letter cited \u201cprosecutorial discretion\u201d as the reason.<\/p>\n<h2>Report Detailed Alleged Assaults<\/h2>\n<p>Investigators reviewed surveillance video, interviewed Ramirez, and photographed reported injuries during May 2022.<\/p>\n<p>The report recommended possible child endangerment, domestic assault, and fifth-degree assault charges against her husband.<\/p>\n<p>No criminal charges were filed in the case.<\/p>\n<p>According to the report, one video showed Ramirez being struck while holding a toddler.<\/p>\n<p>Investigators counted nine closed-fist strikes to her head and face during that recording.<\/p>\n<p>Another section described an infant car seat being shaken rapidly. Ramirez said one incident left her feeling unable to breathe.<\/p>\n<p>The case was forwarded to the <a href=\"https:\/\/www.claycountymn.gov\/161\/Attorney\" target=\"_blank\" rel=\"noopener noreferrer\">Clay County Attorney\u2019s Office<\/a>.<\/p>\n<p>More than one year later, prosecutors returned a one-page declination letter. The letter did not provide further details.<\/p>\n<h2>Death Investigation Remains Open<\/h2>\n<p>Ramirez was found dead near the Red River on June 30. She had been reported missing five days earlier.<\/p>\n<p><a href=\"https:\/\/www.moorheadmn.gov\/emergency-services\/police\/\" target=\"_blank\" rel=\"noopener noreferrer\">Moorhead police<\/a> said evidence currently points to suicide.<\/p>\n<p>Police said an autopsy found no signs of trauma or injury. Toxicology testing remained pending.<\/p>\n<p>Authorities also said current evidence does not place Ramirez\u2019s husband at the scene.<\/p>\n<p>Police said evidence showed he was outside the area when Ramirez died.<\/p>\n<p>Ramirez\u2019s family disputes the suicide finding.
