East Grand Forks City Hall Fight Leads to Charge<\/h2>\n

East Grand Forks<\/strong> (trfnews.i234.me<\/a>) \u2014 A Grand Forks man faces a gross misdemeanor assault charge.<\/p>\n

The case follows a reported fight outside East Grand Forks City Hall.<\/p>\n

Kalija Amir Small is charged with fifth-degree assault in Polk County District Court.<\/p>\n

The complaint says the incident happened around 1:21 p.m. on June 28, 2026.<\/p>\n

The reported confrontation occurred near 600 Demers Avenue.<\/p>\n

Argument Reportedly Began Over Littering<\/h2>\n

According to the complaint, R.K. and R.A. were riding bicycles near City Hall.<\/p>\n

R.K. told police she saw a man discard trash while riding a bicycle.<\/p>\n

She called out and told the man not to litter, the complaint states.<\/p>\n

The man then rode toward the pair and told her to mind her business.<\/p>\n

The complaint alleges he threatened to fight R.A. during the confrontation.<\/p>\n

R.K. said the man swung at R.A., but she stepped between them.<\/p>\n

She reported being struck in the face and falling to the ground.<\/p>\n

R.K. said the man later grabbed her throat and told her to back away.<\/p>\n

She also reported that he struck her several more times.<\/p>\n

Suspect Located After Police Description<\/h2>\n

Police received a description of a man wearing a do-rag and a neon yellow safety vest.<\/p>\n

An officer had seen someone matching that description riding away from City Hall.<\/p>\n

Police later located Small and arrested him, according to the complaint.<\/p>\n

Charge and Possible Penalty<\/h2>\n

Small is charged under Minnesota Statute 609.224<\/a>, subdivision 2(b).<\/p>\n

The charge applies when an alleged assault follows a qualified prior conviction within three years.<\/p>\n

The complaint lists a November 25, 2025, simple assault conviction.<\/p>\n

That conviction was entered in North Dakota District Court, according to prosecutors.<\/p>\n

The current charge carries a maximum penalty of 364 days in jail.<\/p>\n

It also carries a possible $3,000 fine, or both jail and a fine.<\/p>\n

The case is filed under court number 60-CR-26-894.<\/p>\n
