Bemidji Man Charged After Canceled-License Stop<\/h2>\n

BEMIDJI<\/strong> \u2014 (trfnews.i234.me)<\/a> \u2014 A Bemidji man faces two charges following a May 26 traffic stop.<\/p>\n

Darrell Wayne Cournoyer, 63, was charged in Beltrami County District Court.<\/p>\n

The case was filed under court number 04-CR-26-1195.<\/p>\n

Cournoyer faces a gross misdemeanor charge for driving after his license was canceled.<\/p>\n

He also faces a misdemeanor charge for failing to provide proof of vehicle insurance.<\/p>\n

Stop Began Over Window Decal<\/h2>\n

The complaint says the traffic stop happened around 1:54 p.m. on May 26.<\/p>\n

A Minnesota State Patrol trooper was traveling near Anne Street and Irvine Avenue.<\/p>\n

The trooper noticed a non-transparent decal on the vehicle\u2019s rear driver-side window.<\/p>\n

The trooper stopped the vehicle and spoke with Cournoyer, according to the complaint.<\/p>\n

Authorities then checked Cournoyer\u2019s driving status.<\/p>\n

Records showed his license was canceled as inimical to public safety, the complaint states.<\/p>\n

Complaint Lists Two Traffic Charges<\/h2>\n

The first charge falls under Minnesota Statute 171.24, subdivision 5<\/a>.<\/p>\n

Prosecutors allege Cournoyer knew, or had reason to know, about the license cancellation.<\/p>\n

The gross misdemeanor carries a maximum sentence of 364 days in jail.<\/p>\n

It also carries a possible fine of up to $3,000.<\/p>\n

The second charge concerns proof of insurance.<\/p>\n

It falls under Minnesota Statute 169.791<\/a>.<\/p>\n

The complaint says Cournoyer could not provide insurance proof during the traffic stop.<\/p>\n

That misdemeanor carries a maximum sentence of 90 days in jail.<\/p>\n

It also carries a possible fine of up to $1,000.<\/p>\n

Both charges arose from the same traffic stop.<\/p>\n

Charges Remain Allegations<\/h2>\n

A criminal complaint presents the prosecution\u2019s account of the case.<\/p>\n

It does not represent a finding of guilt.<\/p>\n

Cournoyer is presumed innocent unless proven guilty in court.<\/p>\n

The court filing also includes an order of detention.<\/p>\n

The case will be handled within Minnesota\u2019s Ninth Judicial District.<\/p>\n
