Mahnomen Woman Charged With Drug-Related DWI<\/h2>\n

MAHNOMEN, Minnesota<\/strong> (trfnews.i234.me<\/a>) \u2014 Heather Quinn Deegan faces two impaired driving charges in Mahnomen County District Court.<\/p>\n

The charges followed an incident outside Dollar General on May 24, 2026.<\/p>\n

According to the criminal complaint, White Earth police responded around 7:50 p.m.<\/p>\n

The report involved several people who appeared unconscious inside a parked white Buick Enclave.<\/p>\n

Police first arrested Brandin Quinn English Jr., formerly known as Brandin Quinn Deegan, on suspicion of impaired driving.<\/p>\n

Officers then told the remaining passengers that only a valid licensed driver could move the vehicle.<\/p>\n

The complaint says Deegan was told her license was revoked.<\/p>\n

Police also warned her several times that she could not legally drive the SUV.<\/p>\n

Alleged Vehicle Movement<\/h2>\n

Despite those warnings, Deegan allegedly entered the driver\u2019s seat and started the vehicle.<\/p>\n

The complaint says she placed the SUV in drive and began moving it.<\/p>\n

Police immediately ordered her to stop.<\/p>\n

Deegan reportedly said she only intended to reposition the vehicle.<\/p>\n

Officers then asked her to exit and began an impaired driving investigation.<\/p>\n

Field Sobriety Tests<\/h2>\n

The complaint says officers noticed uncontrolled hand and facial movements while speaking with Deegan.<\/p>\n

Police also reported glossy eyes and difficulty following instructions during an eye movement test.<\/p>\n

During a walk-and-turn test, Deegan allegedly used her arms for balance.<\/p>\n

She also missed several heel-to-toe steps and completed an improper turn.<\/p>\n

During a one-leg stand, Deegan allegedly lowered her foot and used her arms for balance.<\/p>\n

The complaint also describes facial and eyelid tremors during another sobriety test.<\/p>\n

Police said Deegan estimated 30 seconds had passed after about 24 seconds.<\/p>\n

Charges Filed<\/h2>\n

Prosecutors charged Deegan with third-degree DWI involving a controlled substance.<\/p>\n

That charge is a gross misdemeanor carrying up to one year in jail.<\/p>\n

It also carries a possible fine of up to $3,000.<\/p>\n

The complaint lists a March 2026 impaired driving incident as an aggravating factor.<\/p>\n

Deegan also faces fourth-degree DWI involving a controlled substance.<\/p>\n

That misdemeanor carries up to 90 days in jail and a possible $1,000 fine.<\/p>\n

A judge approved a search warrant for a urine sample, according to the complaint.<\/p>\n

The sample was submitted for chemical testing.<\/p>\n
