Fergus Falls Man Faces DWI Charges After .19 Test<\/h2>\n

FERGUS FALLS<\/strong> (trfnews.i234.me<\/a>) \u2014 Kip William Borowski faces three gross misdemeanor charges after an alleged impaired-driving incident outside a local clinic.<\/p>\n

The charges stem from a June 10, 2026, stop near the Lake Region Healthcare clinic<\/a>. A court complaint was filed in Otter Tail County District Court.<\/p>\n

The court file number is 56-CR-26-1365.<\/p>\n

Borowski is charged with two counts of second-degree driving while impaired. He also faces one count of driving after cancellation as inimical to public safety.<\/p>\n

Each charge carries a possible sentence of up to 364 days in jail. Each also carries a possible $3,000 fine.<\/p>\n

Clinic Staff Contact Police<\/h2>\n

According to the complaint, clinic staff reported a man who appeared impaired. Staff said the man was swaying and had slurred speech.<\/p>\n

Police went to the clinic parking lot shortly before 3 p.m. An officer located a Chevrolet Trailblazer linked to Borowski.<\/p>\n

The complaint says an open beer can was visible inside the vehicle. No one was inside the Trailblazer at that time.<\/p>\n

Police later saw Borowski and his father walk toward the vehicle. Borowski allegedly entered the driver\u2019s seat and started the engine.<\/p>\n

Breath Test Reportedly Shows .19<\/h2>\n

The Trailblazer began moving through the parking lot, according to the complaint. Police stopped the vehicle near an ambulance garage entrance.<\/p>\n

Borowski allegedly told police he had consumed one beer. The officer reported smelling alcohol and hearing slurred speech.<\/p>\n

The complaint says Borowski\u2019s eyes appeared red after he removed his sunglasses. Police attempted several field sobriety tests.<\/p>\n

Borowski allegedly struggled to follow directions during an eye test. He declined balance tests because of reported knee problems.<\/p>\n

Police then asked him to recite part of the alphabet. The complaint says he skipped one letter and stopped early.<\/p>\n

A preliminary breath test reportedly showed an alcohol concentration of .187. A later evidentiary test at the jail reportedly measured .19.<\/p>\n

Minnesota\u2019s DWI law<\/a> sets the legal alcohol limit for most drivers at .08.<\/p>\n

The complaint also lists a prior DWI incident from January 2017.<\/p>\n

Canceled Driving Privileges Alleged<\/h2>\n

Court records allege Borowski\u2019s driving privileges were canceled as inimical to public safety. Police reportedly confirmed that status before the stop.<\/p>\n

Minnesota law addresses canceled driving privileges under Minnesota Statute 171.24<\/a>.<\/p>\n

The case remains pending in Otter Tail County District Court. The charges are allegations, and Borowski is presumed innocent unless proven guilty.<\/p>\n
