Williams Man Charged In Meth, DWI Case<\/h2>\n

Lake of the Woods County <\/strong>(trfnews.i234.me<\/a>) \u2014 A Williams man is facing felony drug possession and misdemeanor DWI charges in Lake of the Woods County District Court.<\/p>\n

Joseph Leroy Houle, 56, of Williams, has been charged with fifth-degree controlled substance possession.
\nHe is also charged with fourth-degree DWI.
\nThe charges were filed in Minnesota\u2019s Ninth Judicial District.<\/p>\n

The case is listed under Court File No. 39-CR-26-74.
\nThe complaint says the alleged incident happened on May 26, 2026.
\nIt occurred near State Highway 11 and 70th Avenue Northwest.<\/p>\n

Vehicle Found Running Near Substation<\/h2>\n

According to the complaint, law enforcement found a vehicle parked near a railway substation.
\nThe vehicle was running, and its lights were on.
\nHoule was allegedly found passed out in the driver\u2019s seat.<\/p>\n

The complaint says Houle appeared confused after contact with law enforcement.
\nHe allegedly did not know the date or time.
\nHe also did not know his location.
\nHoule told authorities he did not need medical help.<\/p>\n

Law enforcement reported seeing a pill bottle in the center console.
\nA hard sunglasses-style case was also allegedly seen nearby.
\nThe complaint says Houle had bloodshot eyes.<\/p>\n

Field Tests And Search Reported<\/h2>\n

Authorities asked Houle to step out for field sobriety testing.
\nThe complaint says the vehicle was still in gear.
\nHoule allegedly placed it in park before leaving the vehicle.<\/p>\n

Court documents say Houle showed problems during several field tests.
\nHe allegedly had trouble balancing during the one-leg stand test.
\nHe also allegedly failed to maintain heel-to-toe steps.<\/p>\n

A preliminary breath test showed a 0.00 result.
\nAuthorities then arrested Houle for DWI.
\nA later search of the vehicle was conducted.<\/p>\n

According to the complaint, the pill bottle contained a white crystal substance.
\nThe substance field-tested positive for methamphetamine.
\nIt weighed about 3.42 grams without the container.<\/p>\n

The sunglasses-style case allegedly contained a glass pipe.
\nThe complaint says the pipe had burnt residue inside.
\nHoule later told authorities he knew nothing about the items.<\/p>\n

Charges Filed In District Court<\/h2>\n

The fifth-degree possession charge is a felony.
\nUnder Minnesota Statute 152.025<\/a>, it carries a maximum penalty of five years in prison.
\nIt also carries a possible $10,000 fine.<\/p>\n

The fourth-degree DWI charge is a misdemeanor.
\nUnder Minnesota Statute 169A.27<\/a>, fourth-degree DWI is a misdemeanor offense.
\nThe complaint lists a maximum penalty of 90 days in jail.
\nIt also lists a possible $1,000 fine.<\/p>\n

A search warrant was issued for blood or urine.
\nCourt documents say blood samples were collected at LakeWood CHI Hospital.
\nHoule was then booked into the Lake of the Woods County Jail.<\/p>\n
