Thief River Falls<\/strong> (trfnews.i234.me<\/a>) \u2014 Harlan Robert Osborn is facing four charges in Pennington County District Court.<\/p>\n

The case stems from an alleged traffic stop on April 25, 2026, in Thief River Falls.<\/p>\n

According to the criminal complaint, Osborn was driving a green Ford Ranger on Highway 59.<\/p>\n

Law enforcement alleged the vehicle had no headlights or taillights on during nighttime hours.<\/p>\n

A deputy attempted to stop the vehicle, according to the complaint.<\/p>\n

The vehicle allegedly moved into an oncoming lane before turning onto a frontage road.<\/p>\n

Authorities said it then entered a McDonald\u2019s parking lot and stopped in the drive-through lane.<\/p>\n

Traffic Stop Leads To Pursuit<\/h2>\n

The complaint states that an officer approached the Ford Ranger to contact the driver.<\/p>\n

Osborn was later identified as the driver, according to court documents.<\/p>\n

Authorities alleged the vehicle then left the parking lot.<\/p>\n

The complaint says the vehicle traveled on the frontage road and Highway 59.<\/p>\n

It also allegedly drove through a Circle K parking lot.<\/p>\n

Law enforcement later found the Ford Ranger parked at 132 Oak Avenue North.<\/p>\n

Authorities said Osborn then ran behind the residence.<\/p>\n

The complaint alleges Osborn jumped into the river while trying to avoid arrest.<\/p>\n

Charges Filed In Pennington County<\/h2>\n

Osborn eventually crossed the river and was taken into custody, according to the complaint.<\/p>\n

He was later brought back to the Oak Avenue North address.<\/p>\n

Authorities said they observed signs of impairment.<\/p>\n

The complaint states Osborn refused field sobriety testing.<\/p>\n

A search of the vehicle allegedly found open alcohol containers.<\/p>\n

Those items included jars of Midnight Moon Moonshine.<\/p>\n

Authorities also reported an empty case of Busch Light.<\/p>\n

A 375 milliliter bottle of E&J Apple Brandy was also found, according to the complaint.<\/p>\n

Officials said Osborn was taken to the Pennington County Jail.<\/p>\n

He was read the breath test advisory, according to court documents.<\/p>\n

The complaint states Osborn did not complete the breath test.<\/p>\n

Authorities also noted two prior DWI convictions within the past ten years.<\/p>\n

Osborn was later taken to Sanford ER for medical evaluation.<\/p>\n

He was medically cleared and returned to jail, according to the complaint.<\/p>\n

Osborn is charged with felony fleeing a peace officer in a motor vehicle.<\/p>\n

That charge is listed under Minnesota Statute 609.487<\/a>.<\/p>\n

He is also charged with second-degree DWI test refusal.<\/p>\n

That offense is tied to Minnesota Statute 169A.20<\/a>.<\/p>\n

Osborn also faces charges of driving after revocation and fleeing on foot.<\/p>\n

Driving after revocation is covered under Minnesota Statute 171.24<\/a>.<\/p>\n
