East Grand Forks<\/strong> (trfnews.i234.me<\/a>) \u2014 A Devils Lake man is facing three felony charges in Polk County District Court.<\/p>\n

Karl Vernon Krogfoss, 58, is charged in a warrant complaint filed in Minnesota\u2019s Ninth Judicial District.<\/p>\n

The charges stem from alleged incidents on November 6, 2025, in East Grand Forks.<\/p>\n

The complaint says the incidents happened during a T4 Career Summit at Northland Community and Technical College<\/a>.<\/p>\n

Students from Central Middle School were attending a session about HVAC careers.<\/p>\n

Three Felony Counts Filed<\/h2>\n

Krogfoss is charged with two counts of second-degree criminal sexual contact.<\/p>\n

He is also charged with one count of fourth-degree criminal sexual conduct.<\/p>\n

The court complaint lists three alleged victims.<\/p>\n

Two students were 13 years old, according to the complaint.<\/p>\n

One student was 14 years old, according to the complaint.<\/p>\n

Second-degree criminal sexual contact carries a maximum penalty of 20 years in prison.<\/p>\n

It can also carry a $35,000 fine, or both.<\/p>\n

Fourth-degree criminal sexual conduct carries a maximum penalty of 10 years in prison.<\/p>\n

It can also carry a $20,000 fine, or both.<\/p>\n

Complaint Details Allegations<\/h2>\n

According to the complaint, a chaperone noticed students becoming uncomfortable during the HVAC session.<\/p>\n

The complaint says Krogfoss made comments about girls\u2019 smiles and appearance.<\/p>\n

It also says he stood near female students during a hands-on activity.<\/p>\n

The chaperone reported that Krogfoss placed his hands on students\u2019 sides.<\/p>\n

One student also reported that he touched her hair, according to the complaint.<\/p>\n

The chaperone later told event staff about the concerns.<\/p>\n

The complaint says Krogfoss was told not to touch students.<\/p>\n

After the session, students later reported more concerns to the chaperone.<\/p>\n

Police were then contacted.<\/p>\n

Students Reported Unwanted Contact<\/h2>\n

The complaint says three students later described unwanted touching during the session.<\/p>\n

One 13-year-old student said Krogfoss touched her back and buttocks over clothing.<\/p>\n

A 14-year-old student said he touched her back, hips, and buttocks over clothing.<\/p>\n

Another 13-year-old student said he touched her hair, hip, back, and buttocks.<\/p>\n

The students said the contact made them uncomfortable.<\/p>\n

The alleged conduct happened near work benches during the career session.<\/p>\n

The case is listed as Polk County Court File No. 60-CR-26-532.<\/p>\n
