East Grand Forks<\/strong> (trfnews.i234.me<\/a>) \u2014 Richard Harold Schulz, 30, of East Grand Forks, is facing a felony escape charge in Polk County District Court.<\/p>\n

The charge stems from an alleged failure to return from a jail furlough in September 2025.<\/p>\n

Court records list the case as 60-CR-25-1500.<\/p>\n

Schulz is charged with escape from custody while held under lawful arrest.<\/p>\n

The charge carries a maximum sentence of five years in prison.<\/p>\n

It also carries a possible $10,000 fine.<\/p>\n

Furlough Approved Before Prison<\/h2>\n

According to the complaint, Schulz appeared in Polk County District Court on September 16, 2025.<\/p>\n

During that hearing, he entered a guilty plea in a separate felony case.<\/p>\n

That case involved a predatory offender registration offense, according to court records.<\/p>\n

The complaint says Schulz was allowed three 12-hour furloughs.<\/p>\n

The furloughs were approved so he could handle personal matters before prison.<\/p>\n

Schulz used his first furlough on September 19, 2025.<\/p>\n

He was required to return by midnight on September 20.<\/p>\n

Complaint Says Schulz Did Not Return<\/h2>\n

Authorities were told at about 12:30 a.m. that Schulz had not returned.<\/p>\n

The complaint says he was supposed to return to Northwest Regional Corrections Center.<\/p>\n

The facility is located in Crookston, in Polk County.<\/p>\n

As of September 22, 2025, Schulz had still not returned.<\/p>\n

Court records state his whereabouts were unknown at that time.<\/p>\n

A warrant was requested in the case.<\/p>\n

Prior Convictions Listed In Complaint<\/h2>\n

The complaint also lists prior convictions in Minnesota and North Dakota.<\/p>\n

Those include domestic violence involving substantial bodily injury in Grand Forks County.<\/p>\n

Other listed convictions include domestic assault by strangulation in Polk County.<\/p>\n

The complaint also lists attempted motor vehicle theft and third-degree DWI in Beltrami County.<\/p>\n

It also lists financial card fraud and three first-degree burglary counts in Polk County.<\/p>\n

The current charge is an allegation.<\/p>\n

Schulz is presumed innocent unless proven guilty in court.<\/p>\n
