Thief River Falls<\/strong> (trfnews.i234.me<\/a>) \u2014 A Thief River Falls man is facing several charges after an alleged pursuit that ended near the river.<\/p>\n

Harlan Robert Osborn, 23, has been charged with felony fleeing a peace officer in a motor vehicle.<\/p>\n

He also faces gross misdemeanor second-degree DWI test refusal.<\/p>\n

Additional charges include misdemeanor driving after revocation.<\/p>\n

He is also charged with fleeing an officer by means other than a motor vehicle.<\/p>\n

Vehicle Allegedly Seen Without Headlights<\/h2>\n

The incident began on April 25 at about 9:51 p.m.<\/p>\n

According to the complaint, the sheriff\u2019s office saw a vehicle on Highway 59.<\/p>\n

The vehicle allegedly did not have its headlights on.<\/p>\n

Authorities said Osborn continued driving and later stopped in a McDonald\u2019s drive-through lane.<\/p>\n

When law enforcement approached the vehicle, Osborn allegedly drove away.<\/p>\n

The complaint says he drove through the Circle K parking lot.<\/p>\n

He then allegedly continued onto First Street.<\/p>\n

Authorities later located the vehicle in a driveway at 132 Oak Avenue North.<\/p>\n

Complaint Says Osborn Ran Toward River<\/h2>\n

The complaint says law enforcement conducted a felony traffic stop.<\/p>\n

Osborn was ordered to show his hands, according to the complaint.<\/p>\n

He then allegedly ran behind a home and ignored commands.<\/p>\n

Authorities said he jumped into the river.<\/p>\n

He allegedly ignored more commands to swim back.<\/p>\n

Police later arrested him after he reached the other side.<\/p>\n

Impairment Allegations Listed<\/h2>\n

Authorities reported signs of impairment during the incident.<\/p>\n

The complaint says Osborn refused field sobriety testing.<\/p>\n

Inside the vehicle, officers allegedly found alcohol containers.<\/p>\n

Those items included two jars of Midnight Moon Moonshine.<\/p>\n

They also allegedly found an empty Busch Light case.<\/p>\n

A partly full container of E & J Apple Brandy was also reported.<\/p>\n

Osborn underwent a breath test at the Law Enforcement Center.<\/p>\n

The complaint says he did not complete the test.<\/p>\n

He was later taken to Sanford Medical Center for medical clearance.<\/p>\n

The complaint says law enforcement believed his blood alcohol level was high.<\/p>\n

Prior DWI History Cited<\/h2>\n

The complaint states Osborn has two prior DWI convictions.<\/p>\n

Those convictions are listed from December 2022 to January 2025.<\/p>\n
