Mahnomen County<\/strong> (trfnews.i234.me<\/a>) \u2014 A Mahnomen man is facing gross misdemeanor charges after a vehicle was found stopped in a traffic lane.<\/p>\n

Andrew Jay Goodwin is charged in Mahnomen County District Court with DWI and driving after cancellation.<\/p>\n

The case is filed in Minnesota\u2019s 9th Judicial District under court file 44-CR-25-960.<\/p>\n

Vehicle Reported Stopped On Blair Road<\/h2>\n

According to the complaint, the incident happened on December 20, 2025, at about 8:48 p.m.<\/p>\n

A patrol officer was traveling north on Blair Road in Mahnomen County.<\/p>\n

The officer reported seeing a running vehicle stopped in the traffic lane.<\/p>\n

Emergency lights were activated because the vehicle created a safety concern, according to court documents.<\/p>\n

Goodwin got out of the vehicle and walked toward the patrol vehicle.<\/p>\n

He was then asked to stop and speak near his vehicle, the complaint states.<\/p>\n

Goodwin allegedly said his heater had quit working.<\/p>\n

He also said the vehicle had fogged up too much to keep driving.<\/p>\n

Complaint Alleges Alcohol Signs<\/h2>\n

The complaint says the officer smelled alcohol while speaking with Goodwin.<\/p>\n

Goodwin denied drinking, according to the court filing.<\/p>\n

The officer reported that Goodwin\u2019s eyes appeared glazed and bloodshot.<\/p>\n

The complaint also says his speech was slowed and slurred.<\/p>\n

Dispatch later confirmed Goodwin\u2019s driver\u2019s license was canceled as inimical to public safety.<\/p>\n

Authorities transported Goodwin to the Mahnomen County Sheriff\u2019s Office.<\/p>\n

Goodwin refused standard field sobriety tests, according to the complaint.<\/p>\n

He submitted to a preliminary breath test, which showed a result of .10 BAC.<\/p>\n

A later breath test showed a result of .09 BAC at 10:18 p.m.<\/p>\n

Charges Filed In Court<\/h2>\n

Goodwin is charged with DWI involving an alcohol concentration of .08 or more.<\/p>\n

That charge is listed under Minnesota Statute 169A.20<\/a>.<\/p>\n

The complaint also references Minnesota Statute 169A.25<\/a>.<\/p>\n

Goodwin is also charged with driving after cancellation.<\/p>\n

That charge is listed under Minnesota Statute 171.24<\/a>.<\/p>\n

The complaint says two prior impaired-driving-related license incidents enhance the current case.<\/p>\n

The charge is only an accusation.<\/p>\n

Goodwin is presumed innocent unless proven guilty in court.<\/p>\n
