Charges Filed<\/h2>\n

The complaint says the alleged crimes happened between June 1, 2023, and March 15, 2024, in Roseau County.<\/p>\n

One count carries a maximum sentence of 30 years in prison and a $40,000 fine. The second count carries a maximum sentence of 25 years and a $35,000 fine.<\/p>\n

The complaint also lists mandatory minimum prison terms if there is a conviction. Court records cite Minnesota Statute 609.342<\/a> and Minnesota Statute 609.343<\/a>.<\/p>\n

What the Complaint Says<\/h2>\n

According to the court filing, the alleged victim told authorities the abuse happened more than once over an extended period.<\/p>\n

The complaint says the child reported incidents at home in Warroad and during a family trip to the Twin Cities.<\/p>\n

It also says the child first shared the allegations with friends in late 2025 before later speaking with family members.<\/p>\n

The case was then reported to law enforcement in March 2026, according to the complaint.<\/p>\n

The complaint states that Rourk denied the allegations when questioned.<\/p>\n

Rourk was arrested on March 10, 2026, and booked into custody, according to the complaint.<\/p>\n
