Beltrami County<\/strong> (trfnews.i234.me)<\/a> Kalin Leroy Thoms<\/strong> of Cass Lake has been charged with two counts of second-degree DWI in Beltrami County, according to a criminal complaint filed in Minnesota District Court.<\/p>\n

Both charges are gross misdemeanors. The complaint says the case began late on March 30, 2026, during a traffic stop in Beltrami County.<\/p>\n

What the complaint says<\/h2>\n

According to the complaint, a deputy noticed a light-colored Chevrolet with a loud exhaust on 15th Street NW. The vehicle was then seen traveling 63 mph in a 55 mph zone.<\/p>\n

The complaint says the stop happened near Highway 2 West and Moberg Drive NW. During the stop, Thoms allegedly said the exhaust was loud and also said his driver\u2019s license was revoked.<\/p>\n

According to court records, the deputy also saw signs of possible impairment. The complaint says Thoms had red, glassy eyes and later admitted drinking vodka about two hours earlier.<\/p>\n

The complaint also says Thoms admitted to using marijuana. He then agreed to field sobriety testing.<\/p>\n

During the testing, the complaint says he showed several signs of impairment. It also says he stopped taking more tests before the process was finished.<\/p>\n

A preliminary breath test showed a 0.076 alcohol concentration, according to the complaint. The legal limit issue was not the main charge listed.<\/p>\n

Instead, prosecutors charged Thoms under Minnesota laws tied to controlled substances and cannabis-related impairment. Court records say investigators also found alleged drug paraphernalia inside the vehicle.<\/p>\n

The complaint says Thoms later admitted he had recently relapsed on methamphetamine and used it about four days earlier. A urine sample was collected the next morning under a search warrant, according to the filing.<\/p>\n

Why was the charge elevated<\/h2>\n

The complaint says Thoms has two prior DWI convictions from 2022 in Crow Wing County. Those prior cases are listed as aggravating factors in the new case.<\/p>\n

That is why the case was filed as second-degree DWI. Under the complaint, each count carries a maximum penalty of 364 days in jail, a $3,000 fine, or both.<\/p>\n

The charges are only allegations. Thoms is presumed innocent unless proven guilty in court.<\/p>\n
