Deanne Florence Cloud<\/strong>, 42, of Walker, Minnesota, is charged in Beltrami County.<\/p>\n

Prosecutors charged Cloud with second-degree DWI for refusing a chemical test.<\/p>\n

She is also charged with misdemeanor theft.<\/p>\n

What happened at Walmart<\/h2>\n

According to the criminal complaint, the incident started on February 17, 2026.<\/p>\n

It happened at about 5:00 p.m. at the Bemidji Walmart.<\/p>\n

Asset Protection staff reported that a woman did not pay for items at self-checkout.<\/p>\n

Staff said the woman ran after being confronted.<\/p>\n

They reported she left in a silver or gray vehicle.<\/p>\n

An employee gave a license plate number to law enforcement, the complaint says.<\/p>\n

Traffic stop and arrest<\/h2>\n

A deputy later located the vehicle near the 5600 block of Alps Court NW.<\/p>\n

The location was in Beltrami County, near an address tied to the vehicle owner.<\/p>\n

The deputy stopped the vehicle and identified the driver as Deanne Florence Cloud.<\/p>\n

The complaint says the deputy noticed signs of possible recent drug use.<\/p>\n

The deputy reported slurred speech and red, glassy eyes.<\/p>\n

The complaint also says property taken from Walmart was found in Cloud\u2019s possession.<\/p>\n

Cloud was arrested on suspicion of DWI, according to the complaint.<\/p>\n

Test refusal allegation<\/h2>\n

The complaint says Cloud was shown a search warrant for blood or urine testing.<\/p>\n

She was advised that refusing a sample is a crime, the complaint says.<\/p>\n

Cloud then refused to provide a sample for testing, according to the complaint.<\/p>\n
