Park Rapids, Hubbard County<\/strong> (trfnews.i234.me<\/a>) \u2014 A New Ulm woman faces drug and DWI charges after a traffic stop in Hubbard County.<\/p>\n

Amy Jo Wagner<\/strong>, 40, of New Ulm, is charged with felony fifth-degree drug possession. She is also charged with gross misdemeanor third-degree DWI.<\/p>\n

Traffic Stop<\/h2>\n

According to the criminal complaint, an investigator was watching a residence in Park Rapids on Feb. 12, 2026.<\/p>\n

A silver Chevrolet Impala left the area at about 7:19 p.m., the complaint says.<\/p>\n

A deputy later clocked the car at 47 mph in a 40 mph zone on County Road 4, the complaint says.<\/p>\n

The stop happened near the intersection of County Road 4 and 270th Street.<\/p>\n

The Impala was registered to a Waseca County resident, the complaint says.<\/p>\n

Wagner was identified as the driver, the complaint says.<\/p>\n

A passenger was listed as Randi Wagner, the complaint says.<\/p>\n

Signs of Impairment<\/h2>\n

The deputy reported signs of impairment during the stop.<\/p>\n

The complaint describes bloodshot eyes and constricted pupils.<\/p>\n

It also describes fidgety movements.<\/p>\n

The complaint says Wagner struggled with balance tests.<\/p>\n

She tried to estimate 30 seconds.<\/p>\n

The deputy wrote she stopped at 17.9 seconds.<\/p>\n

The deputy also noted raised bumps on the back of her tongue.<\/p>\n

Search and Seizure<\/h2>\n

Wagner was arrested on suspicion of impaired driving, the complaint says.<\/p>\n

During a search, the deputy found a pink case in her jacket pocket, the complaint says.<\/p>\n

The case held a loaded hypodermic needle with liquid inside.<\/p>\n

It also held a glass vial and a spoon with white residue.<\/p>\n

The complaint says the liquid and residue tested positive for methamphetamine.<\/p>\n

Wagner told officers the case belonged to her sister, the complaint says.<\/p>\n

The passenger denied knowing about the case, the complaint says.<\/p>\n

Blood Draw and Court<\/h2>\n

Investigators sought a warrant for a blood sample, the complaint says.<\/p>\n

Wagner was taken to St. Joseph\u2019s Hospital in Park Rapids for a blood draw.<\/p>\n

The case was filed on Feb. 13, 2026, according to court records.<\/p>\n

Court records list a conditional bail amount of $7,000.<\/p>\n

They also list $3,000 as an alternative amount without conditions.<\/p>\n

Court records also note release conditions tied to another pending drug case.<\/p>\n
